The client corporation is a fully integrated overseas and domestically public listed firm that enjoys strong performances for its petroleum chemical productions as its major business and possesses a comprehensive sales network. With the increasingly intensive market competition and greater pressures for product profitability, the client realized that the management and control of the whole supply chain system would play a key factor for business success and had become a new economic growth point  

1. The client corporation had an annual demand for construction materials worth over US 100 million dollars  and was confronted with the heavy loads of tasks for project ordering, resources allocation, quality control, on-site supplies and project delivering.

2. The client was faced with the conflicts between special materials supplies and demands and foresaw a more serious tendency due to constrained resources and prolonged delivery periods. This posed a great challenging for the client corporation to ensure the material suppliers for key project construction.

3. The material supply system of client corporations was unable to ensure supplied materials enjoyed price advantages over those of other firms and could not support the client corporation to compete in the international market.
